Financial Modeling
We have developed complex financial models for applications beyond the scope of analyzing the financial performance of individual development projects. We have created financial models for applications such as:
- Long term municipal capital expenditure budgeting.
- Forecasts of municipal revenues and operating costs, with implications for future property tax rates.
- Complex joint venture or development partnership arrangements requiring tracking of cash flows, accrued interest on invested equity, debt repayment, and profit distribution.
Expert Testimony
Jay Wollenberg has extensive experience in providing written expert reports and oral testimony for legal proceedings pertaining to urban planning, urban development, and expropriation. He has been qualified as an expert witness in the Expropriation Compensation Board of BC, the Supreme Court of British Columbia, the Alberta Energy Resources Conservation Board, and in arbitrations. The scope of his expert testimony work has included:
- Analysis of the impact of partial expropriations on the development potential of land.
- Planning and market analysis inputs to the determination of highest and best use in expropriations of complex properties.
- Analysis of the impact of delays due to construction failures on the financial performance of development projects.
- Opinions regarding municipal planning and regulatory decisions.
Public Markets and Farmers’ Markets
We have developed unique expertise in providing advisory services regarding public markets and farmers’ markets. We help existing markets improve, in terms of sales performance, vendor mix, vendor recruitment, customer satisfaction, leasing, functionality, and design. We conduct feasibility and design studies for proposed new markets.
Meeting and Workshop Facilitation
Drawing on our extensive experience with community consultation and stakeholder engagement, we are sometimes retained to facilitate meetings and workshops such as strategic planning sessions for organizations, negotiations to resolve conflicts pertaining to land use and development, or workshops to brainstorm solutions to complex problems.
